THE CAPITAL, TALLAHASSEE, April 15, 2011…..House Speaker Dean Cannon’s sweeping plan to overhaul the Florida Supreme Court took one step forward and one step back Friday, with the measure passing the House on a party-line vote while a potential Senate counterpart was quietly withdrawn.
